Go to mail on your windows app to fix 0x8000000b error when signing up new email.
Steps below to have the 0x8000000b error resolved on windows 10. (Mail client)

Solution
Select add account to add a new email account manually.


Select advanced setup


Select internet email (to use POP or IMAP)


Complete the fields respectively

Select IMAP and use the following:
imap.gmail.com(incoming mail server)
smtp.gmail.com( outgoing mail server)

Finally (tick all fields) and select sign in.

Port: 993
Requires SSL:Yes

Incoming Mail (POP3) Server - requires SSL:
pop.gmail.com
Use SSL: Yes
Port: 995

Outgoing Mail (SMTP) Server - Requires TLS or SSL
smtp.gmail.com
Port: 465 or 587
Requires SSL: Yes
Requires authentication: Yes
Use same settings as incoming mail server
